She might be being sarcastic, but ironic? Or is he trying to make the Republican out to be a rube? Either way, kinda dumb.

Sounds like he's trying to say that this guy is out of touch with his constituency.
BTW, I've heard "sarcastic" and "ironic" used interchangeably.
